How to fix a hotspot that is not working on Moto E13

Apart from basic checks such as checking 

• Mobile Data is on and you can load web pages directly on the phone
• Hotspots is on
• Data Saver & Battery Saver are off 

If the hotspot is still not working, reset Network Settings:

Go to Settings > System > Reset options. Tap Reset Wi-Fi, mobile & Bluetooth and confirm. This refreshes all network drivers without deleting personal files. Restart your phone afterward. 

This resolved my hotspot issue on moto e13.
